Michael Bedford Senior Asia Programs Director POSITION SUMMARY Reporting to the VIA Executive Director, the Senior Asia Programs Director is responsible for leading the Asia Programs Directors in the development of VIA's initiatives and coordination of its programs in the Asia Region. The goal of the position is to provide programmatic and operational leadership, coordination, and oversight in developing and implementing programs in Asia that are in line with approved strategic initiatives. RESPONSIBILITIES AND TASKS 1. Program Planning (40%) * Lead and coordinate the Asia Programs annual planning process. Work closely with Asia Program Directors to develop country plans, short term and long term program strategies, and objectives for each country that are in line with VIA’s strategic plan and overall mission. * Lead a comprehensive program review of each Asia Programs country program every six months. * Work with the Asia Programs Directors in identifying and approaching appropriate regional development networks and forums to promote VIA's programs. 2. Program Operational Support (40%) Manage staff in multiple locations in Asia and in the US to enable creation of shared vision and understanding of Asia programs. * In coordination with Asia Programs Directors, Finance Director and Executive Director, facilitate the development of, review of and adherence to Asia Programs policies and the creation of a handbook for volunteers and Asia Programs staff relating to financial management, human resources, communications, safety and security, gender, and child protection. * In conjunction with Asia Program Directors, coordinate and lead the development of a nationwide strategy for recruitment of Asia Programs volunteers. * Work with the Asia Program Directors and the Senior Stanford Programs Director in determining program staffing needs and developing solutions. * Lead in the recruitment and orientation of new Program staff, including consultants. * Develop and implement mechanisms for retaining institutional memory of Asia Programs, including contacts, background and history, to ensure continuity within programs during transition phases. * Conduct annual reviews of Program Directors with volunteer input and in conjunction with the Executive Director. 3. Fund-Raising (10%) * Work in conjunction with Asia Program Directors to strengthen the Asia Program’s relationships with key current and future donors. * Lead the development and production of high-quality country reports detailing information on volunteers, partners and program results. * Develop and cultivate relationships with potential new donors, including individuals, foundations, corporations and INGOs operating in Asia. * In conjunction with the Executive Director and Asia Program Directors, lead the process of developing new and renewal funding proposals and otherwise securing additional sources of funding for the Asia Programs. * Review all Asia Programs budgets, contracts and agreements. * Support Executive Director in development of new funding proposals. * Together with the Finance Director and Asia Programs Directors, monitor all Asia Programs budgets and work plans to ensure expenditures and activities are within project scope, budget, and time lines. * Ensure compliance with donor reporting requirements outlined in agreements with funders. 4. Program Development (10%) * Assist in the development of new program areas, monitor project start up activities, secure new partners, and further develop relationships with existing partners in line with strategic directions. * Work with Asia Programs to provide technical guidance and training on overall project management, partnership management, resource mobilization, and capacity building. * Lead in the design and implementation of appropriate and effective monitoring and evaluation tools. * Provide oversight to Asia Program trainings, including delegating tasks to Program Directors, evaluating training, and improving/reviewing/standardizing training content and activities. * Coordinate and participate in volunteer training in San Francisco, and as necessary in Asia, to ensure program depth and training content are aligned with field needs. * Update the Board Program Committee and full Board, as necessary, on Asia Programs successes, challenges and developments. * Work with Senior Stanford Programs Director and Program staff in developing Asia Programs/Stanford Programs collaboration in programming and recruitment. ESSENTIAL QUALIFICATIONS AND EXPERIENCE * Strong leadership/management and communication skills could probably do an equally. * Bachelor’s degree and a minimum of 5 years program management experience in nonprofits of similar scope and size. * Experience coordinating staff and programs in multiple locations. * Experience managing volunteer programs. * Demonstrated commitment to VIA’ s mission of expanding global cooperation and understanding with Asia. Cross cultural experience in Asia required. * Ability to conceptualize, communicate and lead Program staff toward a shared vision. * Ability to juggle and prioritize multiple projects in a rapidly changing environment. * Familiarity with both Apple and Windows operating systems and Salesforce preferred. * Current passport and willingness to travel up to three months a year in Asia and US. * Legal right to work in the United States. * Willingness to work long hours.
