Program Officer

Sexuality and Reproductive Health Education

Expanding Youth Access to Sexuality and Reproductive Health Education

 China

 

SUMMARY DESCRIPTION: The Program Officer will be responsible for developing, monitoring and coordinating grant-making that expands access to sexuality and reproductive health education in China, particularly for poor and disadvantaged youth. The goal of the work is to enable young people to have equal access to accurate information about and space for discussion of sexuality, gender roles and relationships, and sexuality and reproductive health. The particular emphasis is on educational, outreach and communications efforts that effectively address barriers related to gender, social, and economic inequality, and their impact on the sexuality and reproductive health of young people.

 

Under the supervision of the Foundation’s representative for China, in Beijing, and the Director of Sexuality and Reproductive Health and Rights in New York, the new Program Officer will develop grantmaking and related activities to build educational capacity, to expand and strengthen domestic networks in sexuality and reproductive health education, to support relevant research and innovative communications strategies, and to develop pilot projects that have the potential to be taken up to scale. The Program Officer will work in partnership with key non-profits and government agencies in developing the program.

 

Specifically, the Program Officer will review the current state of the field and the status of the grants in the Foundation’s related portfolios; formulate plans to implement grant making in the new program strategies; solicit, review, and respond to grant proposals; and prepare recommendations for foundation funding. S/he will be expected to provide intellectual leadership in the field of sexuality and reproductive health with a focus on education programs. S/he also is expected to collaborate broadly with scholars, practitioners, government agencies, non-governmental organizations, and other donors. In addition, the Program Officer is expected to contribute to the attainment of the office's Field Office Program Strategy which includes work on strengthening civil society and assisting the poor and disadvantaged. The Program Officer will also collaborate with colleagues in the Foundation's other offices to advance a worldwide agenda around the Foundation's goals in the sexuality and reproductive health education field.

 

QUALIFICATIONS: Significant professional experience working with a broad range of public sector, educational, and civil society programs in sexuality and reproductive health education or a related field is required. Direct work experience with youth leadership, organization, or empowerment programs is desirable, as is experience with innovative communications programs. A demonstrated ability to conceptualize programmatic ideas and strategies, carry out policy analysis and develop working relations with key stakeholders is essential. A demonstrated capacity to interpret institutional, social and cultural dynamics in the China context is required, particularly in relation to gender issues, in addition to excellent analytical, organizational, and facilitation skills, and fine oral and written communication skills in English and Chinese Putonghua. Strong networking capabilities, including a clear ability to convene and to build lasting partnerships with government agencies, educational institutions, researchers, NGOs and other agencies are desirable. Grant-making experience is an advantage. A demonstrated commitment to collaboration, evidence of effective accomplishment as part of a team, and a graduate degree in a related field are also required.

Target start date: July/August 2010
